Step 1: Waiting List
The program has limited openings. The first step to access center-based program services is to be placed on the waiting list. Children with disabilities are encouraged to apply.
Full Day CCTR programs are for young parents (mothers and fathers) who need childcare while they attend school and qualifying community members. Minimal Infant/Toddler spaces are available. Please contact Enrollment Specialists at Franklin Children’s Center to be placed on the waiting list. An infant can be put on the waiting list once they are born.
Our Full-Day CCTR (General Child Care and Development) programs provide quality child care for young parents—both mothers and fathers—who are attending school, as well as for other eligible families in the community.
Please note: Infant and toddler spaces are very limited. Families may place their child on the waiting list as soon as the baby is born by contacting the Enrollment Specialists at Franklin Children’s Center.

Step 2: Documentation
Complete forms and gather documents that will be used to verify eligibility and need for services. (Enrollment checklist and packet available at Franklin Children’s Center)
Step 3: Certification
Return completed enrollment packet to Franklin Children’s Center. Office staff will issue a Notice of Action, approving or denying services.

Priorities & Enrollment information
When an opening is available, we access the waiting list and contact families based on the following program enrollment priorities:
Full-Day Infant and Toddler Programs:
First: Child protective services, or at-risk of abuse, neglect or exploitation.
Second: Enrollment priority based on total countable monthly income & family size.
- Eligibility is determined by family size and total gross monthly income.
- Families are placed on the waitlist according to CDE/CDSS income rankings, with those in greatest need (lowest income) receiving the highest priority—regardless of when they applied.
- Note: When multiple families are within the same ranking:
- Child with exceptional needs within the same ranking is admitted first
- Dual language learner is admitted second
- Entry with the earliest wait list date is admitted third
- Note: When multiple families are within the same ranking:
- If space remains after all eligible subsidized families have been considered, we may offer enrollment to unsubsidized families.

Part-Day State Preschool Child:
A percentage of State Preschool funded enrollment is reserved for Children with Exceptional Needs. All other children are prioritized for enrollment as follows:
First: Child is recipient of Child Protective Services or At-Risk of being neglected, abused or exploited.
Second: Once the set-aside is filled, child with exceptional needs from income eligibility family. Prioritize based on income ranking order.
Third: Eligible 4 year old not enrolled in Transitional Kindergarten. Prioritize children enrolled in preschool as a 3 year old, then within each ranking prioritize dual language learners, then based on earliest wait list date.
Fourth: Family income is not more than 15% above income threshold. Prioritize exceptional needs children, then 4 year olds, then 3 year olds. (limited to 10% of funded enrollment)

Early Years Center to Infant & Toddler Centers
The Office of Early Education and Support offers infant and toddler care for children ages 2 months to 3 years at various locations. The Infant & Toddler Centers are licensed facilities and we follow Title 5 regulations for health, safety, and quality. Families meeting the state Department of Education/Child Development Division income guidelines will qualify for the program at no or little cost.
The programs operate from 7:30 – 4:30, Monday through Friday, and are open to teen parents from all local high schools, community families living within the SBUnified boundaries with possible spaces available staff/faculty of SBUnified.
Infants set their own schedule. Songs, stories, mealtimes, diaper changes, and active/quiet play are all part of the infant routine. They eat when hungry, and sleep when tired. For this age group, we focus on developing loving, nurturing relationships and building their confidence in newly acquired developmental skills.
Toddlers thrive with simple and consistent routines. Activities are set up for them to explore and have caregivers nearby to expand on their learning. Everyday care routines are an excellent time to work on language development and to refine their social and emotional skills. The day is slower-paced to allow for separate periods of rest and stimulation.

Half Day Preschools (Santa Barbara Early Childhood)
Our half-day preschool program is offered to families residing in the SBUnified boundaries. All our facilities are licensed through Community Care Licensing, and have been rated as a 4 or 5 in the Quality Rating Information System (QRIS) through the state of California.
We offer two sessions to choose from, 8:00-11:00 AM or 12:00-3:00 PM, Monday through Friday and we follow the traditional school calendar. Preschools are offered on the following SBUnified Campuses:
- Franklin Elementary School
- Harding University Partnership School
Families meeting the state Department of Education/Child Development Division income guidelines will qualify for the program at no cost.
Preschoolers are given opportunities for free exploration but it is balanced with an intentional focus on school readiness skills and concepts. We align our curriculum with Transitional Kindergarten and begin the schedule of what a typical school day will be like.
